The Local Planning Policy Framework (“LPPF”) forms part of the planning scheme for your area.
As with the State Planning Policy Framework (SPPF), the principles and policies contained in the LPPF must be considered by planning authorities and responsible authorities when making decisions.
The LPPF, which sets out the Municipal Strategic Statement (‘MSS’) and the Local Planning Policies (‘LPPs’), is been prepared by the Local Council to accommodate local needs and values. Consequently, LPPFs vary considerably between municipalities.
It is necessary to research these sections of the planning scheme for appropriate principles and policies for reference in submissions about planning scheme amendments, permit applications, and in VCAT proceedings.
