The Victorian Department of Planning and Community Development maintains Planning Schemes Online. Follow the instructions to locate a property either by typing in the address or by using the map itself. You can then generate a report of the Zones and Overlays for your property.

You can use these services to find which zone, or overlays and other planning scheme documents that apply to a property.
If you do not what your local government area you live in you can locate it using the Department of Planning and Community Development search tool.
A Responsible Authority is required to maintain a register of planning permit applications - Section 49. Council is required to make the register available for inspection during office hours free of charge.
Responsible Authorities are also required to make planning permit applications available for inspection - see Section 51.
Although there is no specific right under the Planning and Environment Act 1987 to copy permit applications, the Department of Planning and Community Development encourages Responsible Authorities to provide or allow copying subject to the payment of a reasonable charge - see Practice Note - Improving Access to Planning Documents.
Section 70 of the Planning and Environment Act 1987 creates a right to inspect copies of planning permits issued by a responsible authority:
The responsible authority must make a copy of every permit that it issues available at its office for inspection by any person during office hours free of charge.
