applies to nuisances arising from any building or structure, land, water, animal, bird or pest animal, refuse, noise or emission (Part III);
provides that local councils must investigate, abate or remedy any nuisance in its municipal district (includes noises, odours or emissions that are, or are liable to be, dangerous to health, noxious, annoying or injurious to personal comfort);
Secretary may make an order requiring councils to cleanse offensive waterways (including open ditches or channels);
regulates the catching, destroying and disposing of rats and mice by the Governor in Council;
