This Act creates national and state parks in Victoria for the preservation and protection of:

• the natural environment, including wilderness areas;
• indigenous flora and fauna and features of scenic or archaeological, ecological, geological, historic or other scientific interest; and
• for scientific studies relating to the conservation of the natural environment;

Other features of this Act include;

• provides for the protection of designated water supply catchment areas in national parks, and for the maintenance of the water quality and water resources and the restriction of human activity in those areas;

• provides for the creation of wilderness parks, within which there must not be any commercial activity or development (excluding scientific studies and certain forms of wilderness tours), and for which a management plan is to be created;

• provides for the creation of marine national parks and marine sanctuaries and creates offences for fishing in these areas;

• establishes the National Parks Advisory Council to advise the Minister;

• anticipates the creation of management agreements with Victoria Conservation Trust;
