• aims to institute, for the purpose of giving effect to Australia’s international obligations, a system of controls on the manufacture, import, export, distribution and use of substances that deplete ozone in the atmosphere;

• the control of ozone depleting substances includes a licensing system, and reporting requirements for licence holders;

• encourages Australian industry to replace ozone depleting substances and achieve faster and greater reduction in the levels of production and use of ozone depleting substances;

• this Act relates to Australia's international obligations under the Montreal Protocol on Substances that Deplete the Ozone Layer and the United Nations Framework Convention on Climate Change.

If a licensee imports any controlled substances during a quarter in which their controlled substances licence is in for, then a level is imposed on the licensee.
