  • gives Governor General powers to declare the existence of an epidemic caused by quarantinable disease or quarantinable pest and necessary action can be taken to control and eradicate the epidemic;
  • Minister can declare an area to be a Special Quarantine Zone;
  • provides that where the implementation of a decision is likely to result in a significant risk of harm to the environment, Director of Quarantine must seek the advice of the Minister for Environment.‘Environment’ is defined broadly to include all aspects of the surroundings of human beings, whether natural or created;
