provides for the creation of Regional Forest Agreements (“RFA”) between the Commonwealth and a State in respect of regions in which logging may take place. RFA regions are created for the purpose of providing long-term stability of forests and forest industries, and for the ecologically sustainable management and use of forests;

Part 3 of the Environment Protection Biodiversity Conservation Act 1999 (Cth) (which lays out the matters that may require assessment of environmental impacts) does not apply to an RFA forestry operation undertaken in accordance with an RFA;

Commonwealth may be liable to pay compensation for land subsequently removed from these regions;
